A tanulmány az infokommunikációs technológiák (IKT) szerepét vizsgálja a fogyatékossággal élő emberek digitálisesélyegyenlőségének megteremtésében, különös tekintettel a magyarországi helyzetre. Bemutatja a fogyatékosságfogalmát és típusait, valamint az egyenlő esélyű hozzáférés és a digitális akadálymentesítés alapelveit. A dolgozatáttekinti a releváns nemzetközi, európai uniós és hazai jogszabályi és szakpolitikai kereteket, kiemelve a Web ContentAccessibility Guidelines (WCAG) jelentőségét. Elemzi az IKT-használat elterjedtségét a fogyatékossággal élők körében,feltárja a technológiai, gazdasági, oktatási és társadalmi korlátokat, valamint értékeli a COVID–19 világjárványhatásait. A tanulmány javaslatokat fogalmaz meg a digitális akadálymentesség és a digitális inklúzió fejlesztésére. | The study examines the role of Information and Communication Technologies (ICT) in creating digital equity for people with disabilities, with a particular focus on the situation in Hungary. It presents the concept and types of disability, as well as the fundamental principles of equal access and digital accessibility. The study reviews relevant international, European Union, and domestic legal and policy frameworks, highlighting the significance of the Web Content Accessibility Guidelines (WCAG). It analyses the prevalence of ICT use among people with disabilities, identifies technological, economic, educational, and social barriers, and evaluates the impact of the COVID-19 pandemic. Finally, the study formulates recommendations for the development of digital accessibility and digital inclusion.
