A hazai területfejlesztés történetében új korszak kezdődött az EU forrásokra történő pályázati lehetőségek megjelenésével. Kialakult a felhasználást támogató intézményrendszer, oktatási háttér, megújult a különböző szintű tervezések módszertana. A gyakorlat is igazolja, hogy a projektek megvalósítása során elsősorban az eredmények (outputok) számbavétele kerül előtérbe, mind a donor, mind pedig a támogatás kedvezményezettje kevesebb figyelmet fordít az outputok hatásainak vizsgálatára. Ez egyrészt az intézményrendszer állandó változására, másrészt módszertani hiátusokra vezethető vissza. A szerzők jelen tanulmányunkban javaslatot tesznek a projektek társadalmi, gazdasági és ökológiai hatásának vizsgálati metodikájára, indokolják a hatások monitorizálásának folyamatát. Rechnitzer János professzor, a magyar regionális tudomány meghatározó személyisége több tanulmányában is foglalkozott a területfejlesztés módszertani kérdéseivel (Rechnitzer, 2003; Rechnitzer – Smahó, 2005; Hardi et al., 2009; Gyimesi et al., 2020). A szerzők ezzel a tanulmányukkal tisztelegnek emléke és munkássága előtt. | A new era in the history of territorial development in Hungary has begun with the emergence of EU funding opportunities. The institutional system and educational background supporting its use have been developed, and the methodology of planning at different levels has been renewed. Practice also shows that in the implementation of projects, the focus is primarily on the calculation of results (outputs), with both the donor and the beneficiary paying less attention to the assessment of the impact of outputs. This is due both to the constant change in the institutional set-up and to methodological shortcomings. In the present paper, the authors propose a methodology for assessing the social, economic and environmental impact of projects and justify the process of monitoring impacts. Professor János Rechnitzer, a leading figure in Hungarian regional science, has addressed methodological issues of spatial development in several studies (Rechnitzer, 2003; Rechnitzer – Smahó, 2005; Hardi et al., 2009; Gyimesi et al., 2020). The authors pay tribute to his memory and work with this paper.
