Die Entwicklung des ungarischen Pfandrechts wurde sowohl von den wirtschaftlichen Verhältnissen als auch von der Eigentumsordnung der jeweiligen Epoche bestimmt. Wegen des ständigen Kapitalbedarfs Ungarns war das Ziel der ungarischen Gesetzgeber, die Bedingungen der Kreditvergabe zu erleichtern. Auch die Einführung des Rechtsmittels des nicht-akzessorischen Pfandrechts diente diesem Ziel des Gesetzgebers. In diesem Zusammenhang hat das ungarische Privatrecht während des 20. Jahrhunderts mehrere Formen des nicht-akzessorischen Pfandrechts gekannt und geregelt.
The development of the Hungarian mortgage legislation has been fundamentally determined not only by economic conditions, but also by the ownership relations/structure of the given era. The creation of such mortgage provisions which help the lending was the main goal of the Hungarian legislator because of the financial weakness of the country. The introduction of the non-additional mortgage (so called land charge) has also served this purpose and its several forms were regulated by the Hungarian private law during the 20th century
