A két világháború közötti Magyarország megtartotta monarchikus államformáját, de az államfői tisztséget 1920-ban ideiglenes jelleggel a kormányzóval töltötték be. A kormányzó hatásköreit eredetileg az uralkodói jogosítványokra,valamint a köztársasági elnöki jogkörökre figyelemmel állapították meg. A kormányzó hatásköreit utóbb több alkalommal is kibővítette a törvényhozás. Ez a konstrukció némi bizonytalanságot eredményezett Magyarországtényleges, monarchikus és republikánus elemeket vegyítő államformáját illetően. Ezekre az ellentmondásokra hívták fel a figyelmet Csekey István közjogászprofesszor nagy szakmai vitát is kiváltó, korabeli tanulmányai és hírlapi cikkei is.
István Csekey’s Writings on the Reform of the Regent’s Powers In the inter-war period, Hungary retained its monarchical form of government, although in 1920 the position of head of state was filled, on a provisional basis, by the regent instead of the monarch. The powers of the governor were originally established in light of the powers of the monarch and the president of the republic. The powers of the regent were subsequently expanded on several occasions by the legislature. This construction resulted in some uncertainty regarding Hungary’s actual form of government, which mixed monarchical and republican elements. For these contradictions, public law professor István Csekey’s contemporary studies and newspaper articles drew attention, which provoked debates among legal scholars at the time.
