The openness of the economy to the world market has many advantages but the lack of the protectionof the domestic industry also imposes problems on the development of the domestic economy. In thissense, Kazakhstan, as part of the global market, is seeking its way in case of pharmaceuticalindustry. Currently the pharmaceutical sector is still in infancy stage of development to attempt theformation of an own independent pharmaceutical industry, the government has utilized several stateprograms and certain measures to stimulate the development of the pharmaceutical industry. Thepharmaceutical market in Kazakhstan depends on foreign import drugs. In this article, we areconsidering the problems of Research and Development of original drugs in Kazakhstan. This paperexplains the present barriers of the locally produced original drugs. The paper elaborates to eliminatepublic mismanagement, ineffective allocation of finance, to avoid loopholes in legislation (patent, fiscal,tax and preferences), to improve a cluster collaboration platform and economic barriers,commercialization technologies and not sufficient qualification of personnel and marketing and others.The theoretical and practical methods as well as administrative instruments of public servicesshow the necessity of the adaptation of new approaches. This measure should be based on well-knownoverseas practices and legislative features that need to be applied accurately taking into account thespecifications of Kazakhstan (legislation system, automation and digitalization process, big data,market circumstances and globalization impact and others). The paper is based on quantitative andqualitative data from scientific sources and legislation, official statistics, documents.
