Serbia is a decentralized, unitary state. It has two levels of governance: the central government and local governments. Te Constitution of 2006 also defnes two autonomous provinces: Vojvodina in the north part of the country; and Kosovo i Metohija in the South, which is under rule of EULEX meaning that its local administration system is not under jurisdiction of the Republic of Serbia. Te decentralization of the system is reflected in the number of
government services being provided at the local level, as well as the level of revenues, which will be thoroughly explained in the following chapters.
