The independent lawmaking (statute law) of Transylvania as a sovereign country, self-determining from the Motherland began by the death of János Szapolyai with the 1540 national diet held in Segesvár and it lasted until the second Bill of 1848. At least one, or rather two national diets were held every year during the Turkish era. From 1580 the yearly diets became regular. At the beginning of his ruling, Gabriel Bethlen also held with two occasions diets in September and October 1622, but after the Treaty of Nikolsburg his power stabilised to a such extent that he was able to convince the representatives to lay down the meeting of Saint Michael’s day. The discussions of the diets were based on his proposals, the so-called propositios. The head of the diet was appointed by him, and the right to speak was restricted on several occasions. The power of the ruler was increased by the diet’s right on jurisdiction too, as mostly actions of disloyalty, treason and property right were discussed.
