After some of its former territories returned to Hungary, including the 1940 return of Northern Transylvania with a large population of Romanian nationality, the Hungarian government and military leadership faced the dilemma of how to use these minorities for military purposes. At the end of 1940 Jews were excluded from the army, while the principle of equal rights and equal obligations for all nationalities was applied. These principles were theoretically maintained until the end of the war, however, their application was very different in reality. Th e fi ve minorities in Hungary were treated diff erently on the basis of their real or putative trustworthiness. This study follows the process that took place within the leadership of the Hungarian army, leading to the diff erent treatment of diff erent nationalities. The German population, permanently treated equally, and the Jews, completely excluded from military service were used in this study as benchmarks.
